This contract involves the procurement of 54 units of a specific antenna part, identified by NSN 7R-5985-015024639-QE and REF NR 503-2003-101, with delivery FOB origin. Due to the critical nature of the part, which is flight essential or involves sensitive technical data, only previously approved sources by the Government are authorized to supply it. The contract emphasizes the necessity of engineering source approval, requiring potential suppliers to submit detailed technical data and documentation to demonstrate their capability to produce or repair the item in accordance with established design control procedures. The approval process is rigorous, and new sources must qualify under the designated procedures before being considered, although the Government may proceed with award based on existing approved sources if timely approval cannot be obtained. The solicitation highlights that the procurement is a sole-source action under FAR 6.302-1, with the Government reserving the right to consider responses from responsible sources interested in providing competitive proposals or capability statements within a specified timeframe. Interested parties are encouraged to review the available technical and standardization documents through designated government sources, such as DODSSP and ASSIST-Online, to prepare their submissions. The contract is managed by the Defense Logistics Agency in Philadelphia, and potential vendors can contact the designated point of contact for further information. NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
