Concentrated AFFF Cleaning Solution

The Department of National Defence is seeking to award a contract for the supply and delivery of a concentrated cleaning solution, specifically PFAsterClean 1090C or an equivalent, to remove per- and polyfluoroalkyl substances (PFAS) and aqueous film-forming foam (AFFF) contamination from Class B firefighting vehicles and foam systems across Canada. This procurement is being conducted via an Advance Contract Award Notice (ACAN) with a pre-identified supplier, Evergreen Solutions Corp., based on the technical exclusivity of the product. The total estimated contract value is 165,920.00 CAD for the delivery of up to 373 twenty-litre pails. The period of performance extends from the date of award through March 31, 2027, with deliveries distributed across the Atlantic, Central, Pacific, Quebec, and Western regions of Canada. To be eligible, the cleaning solution must meet strict mandatory technical requirements, including the ability to remove AFFF residue within six hours, dissolve salts within 30 minutes of soak time, and limit liquid waste generation to 100 percent of the foam tank's nominal capacity. The product must be compatible with vehicle materials, suppress foaming during recirculation, and ensure the firefighting systems remain fully operational post-cleaning. All deliveries must comply with federal and provincial transportation regulations and include Safety Data Sheets provided in both English and French. While the government intends to negotiate with the pre-identified supplier, a competitive procurement process will be initiated if any other supplier submits a qualifying Statement of Capabilities by the August 29, 2026, deadline.
