CONCEPTUAL PHASE PPEA PROPOSALS FOR A NEW COUTHOUSE

Goochland County is soliciting Conceptual Phase PPEA Proposals for the design and construction of a new County Courthouse located at the corner of Routes 522 and 6 in Virginia. The project involves the creation of an approximately 75,000 square foot facility on a 1.5-acre site, which will house the Circuit Court, General District Court, and Juvenile and Domestic Relations Court. Programmed spaces include courtrooms, judges chambers, clerks offices, court security and holding areas, the Commonwealth Attorney office, and adult probation services. The scope of work encompasses comprehensive pre-construction, construction, and closeout services, including project management, programming validation, regulatory compliance, and the delivery of all materials necessary to obtain a Certificate of Occupancy. Proposals must be submitted by October 8, 2026, via DemandStar and in a sealed hard copy binder. Evaluation will be based on the proposer's qualifications and experience, project characteristics, financing plans, and overall compatibility with community benefits and local development plans. The project must adhere to the Public-Private Education Facilities and Infrastructure Act of 2002 guidelines and all applicable federal, state, and local codes, including ADA compliance and VDOT coordination. Selected firms must be licensed to do business in Virginia and provide detailed cost estimates broken down by Construction Specification Institution format. The County anticipates funding through available resources but remains open to alternative financing structures.
