CONCEPTUAL PHASE PPEA PROPOSALS FOR A NEW COUTHOUSE

Goochland County is inviting qualified parties to submit Conceptual Phase PPEA Proposals under the Public-Private Education Facilities and Infrastructure Act of 2002 to design and construct a new 75,000-square-foot County Courthouse. The project encompasses all phases from pre-construction through construction and closeout, involving the development of facilities for the Circuit Court, General District Court, and Juvenile & Domestic Relations Court, along with associated spaces such as judges’ chambers, courtrooms, jury assembly and multi-use areas, clerks’ offices, secure holding areas, and court security infrastructure. Additional components include the Commonwealth Attorney’s office, adult probation services, court services unit, and essential building support functions. The solicitation follows the PPEA Guidelines formally adopted by the Board of Supervisors in 2008 and revised in 2011 to ensure alignment with state mandates for public-private partnerships in infrastructure development.
