Concrete Half-Blocks
Solicitation # ITB AQ 26 27 41
The Florida Department of Agriculture and Consumer Services is soliciting bids for the purchase and delivery of approximately 610,000 lightweight concrete half-blocks, sized at 7-5/8” x 7-5/8” x 7-5/8”, to be delivered over a nine-month period to designated coastal sites in Brevard, Dixie, and Charlotte Counties. The procurement is conducted under Invitation to Bid ITB AQ 26 27 41, with bids due by August 24, 2026, and awarded on a Lowest Price Technically Acceptable basis, meaning the contract will go to the vendor offering the lowest bid price that meets all technical and compliance requirements. Bids must be submitted sealed with the ITB number clearly marked and include mandatory certifications addressing lobbying, forced labor, drug-free workplace, non-participation in a boycott of Israel, E-Verify compliance, and absence from state-maintained debarment or suspicious vendor lists. While no formal FAR clauses apply, state statutes govern compliance, including F.S. § 287.135, § 448.095, and § 787.06, with false certifications carrying penalties up to $1,000 or 20% of contract value. Delivery is FOB destination with risk of loss remaining with the vendor until acceptance by the Department, and weekly shipments must commence within 15 days of purchase order issuance. Pricing data in the required Price Sheet is malformed and incomplete, rendering the estimated contract value indeterminable. Attachments must be submitted electronically via MyFloridaMarketPlace or by physical delivery to the designated office in Tallahassee, and non-Florida vendors must additionally provide an attorney opinion. Contract awards are subject to annual legislative appropriation, and all submitted materials become the property of the state under Florida’s public records laws. Preferences for Florida-made products, certified business enterprises, veteran-owned businesses, and firms with substantial Florida employment will be applied during award selection, but only after price and technical acceptability are confirmed.

Appalachian Ranger District Office and Work Center Janitorial Services
Solicitation # 12444126Q0035
This is a Total Small Business Set-Aside for janitorial services at the Appalachian Ranger District Office and Work Center in Mars Hill, North Carolina, under the USDA Forest Service’s Pisgah National Forest. The acquisition is structured as a Blanket Purchase Agreement (BPA) with a base period of one year and four additional 12-month ordering periods, with a possible six-month extension, bringing the potential total performance period to nearly six years. The solicitation is issued under FAR Part 12 as a commercial item acquisition, and no funds are obligated at award—the government incurs financial commitment only when specific task orders are placed. The NAICS code is 561720 with a size standard of $22 million in average annual receipts, and only small business concerns are eligible to respond. The award will be made using the Lowest Price Technically Acceptable (LPTA) methodology, where price is the primary evaluation factor, followed by a binary technical acceptability determination and then an assessment of past performance as a threshold criterion. The Statement of Work requires routine weekly and monthly cleaning of six separate facilities outside normal business hours, use of biobased cleaning products where feasible, and strict adherence to OSHA and other safety standards. All contractor personnel must pass background checks, obtain LincPass credentials, wear identifiable uniforms, and comply with government security protocols, including immediate reporting of incidents and restrictions on accessing non-public areas. Payment will be processed through the USDA-FS CSA EAST 3 office in Atlanta, Georgia, with invoicing governed by electronic funds transfer and prompt payment regulations. Offerors must submit a fully completed SF-1449, a Technical Approach, the Schedule of Items with pricing for each line item, a Subcontractor Consent Form if applicable, a Past Performance Information Worksheet, and a list of proposed biobased products. A formal site visit is scheduled but not mandatory, and all inquiries must be directed to the Contract Specialist, Ioulia Boxley. The contract incorporates numerous FAR clauses including those on small business subcontracting, Buy American restrictions, government property, security prohibitions, and privacy training, while also requiring affirmative representations on tax compliance, trafficking in persons, and DEI certification. The previous contract was awarded to an incumbent under the same scope, with approximately $73,000 in total task orders over five years, and the current solicitation seeks competitive pricing for an indefinite-quantity, fixed-price arrangement with no estimated dollar value disclosed prior to award.
