AI Contract Overview
The Albuquerque Area Indian Health Service is conducting market research to determine the feasibility of setting aside a future contract for concrete step repairs at the Mescalero Indian Health Center under the Indian Small Business Economic Enterprise (ISBEE) program, as mandated by the Buy Indian Act (25 U.S.C. 47). This sources-sought notice, issued under FAR 10.001 and aligned with HHSAR 326.603-3 and IHM 5.5-6, seeks information from businesses capable of performing repairs that restore structural integrity, eliminate trip hazards, prevent further deterioration, and enhance safety during snowy and icy conditions. The work falls under NAICS code 238110, and respondents are encouraged to propose alternative codes with rationale. Only vendors registered in SAM.gov with a valid Unique Entity Identifier are eligible to respond, and all submissions must include business size certifications, such as whether the entity qualifies as an ISBEE, HUBZone, SDVOSB, SDB, WOSB, or small business. A mandatory IHS IEE Representation Form must be completed to affirm or deny eligibility as an Indian Economic Enterprise, triggering ongoing compliance obligations under federal law, including potential penalties for false certification under 18 U.S.C. § 1001 or the False Claims Act. Respondents must also submit a capability statement, product brochure, or past performance documentation demonstrating relevant experience in concrete foundation repairs. This is not a solicitation or request for proposals, no contract will result directly from this notice, and no reimbursement will be provided for response costs. All submissions must be sent via email to Tamela Richards at Tamela.Richards@ihs.gov no later than 5:30 p.m. MDT on May 8, 2026. Responses that are incomplete, automated, or fail to provide the required documentation will be considered non-responsive. The ultimate procurement decision, including whether the requirement will be set aside for ISBEE firms, will be determined after evaluating responses to this market research effort.
