Conditional Use Permit No. CUP25-005- Nitricity Delhi, LLC

Nitricity Delhi, LLC is establishing a plant-based organic fertilizer production facility in Merced County, California, under Conditional Use Permit No. CUP25-005. The project involves repurposing and upgrading an existing agricultural processing site, utilizing a 12,000-square-foot processing and storage building, a 12,000-square-foot warehouse, a loading dock with a covered canopy, and an office. Interior improvements include the installation of grinding and sieving stations and storage for almond shells, while exterior upgrades consist of interconnected extraction tanks, an air purification system, a dedicated mixing and packaging area, and general utility enhancements. The facility is designed for sustainable operation, utilizing 100% renewable power through the Turlock Irrigation District’s BGreen Energy program and implementing measures to reduce water consumption compared to previous site operations. The project is classified as a categorical exemption under CEQA Sections 15301 and 15303, as it involves no new construction beyond existing facilities and maintains the agricultural industrial character of the area with minimal impact on traffic, requiring fewer than two truck trips per day. Administrative oversight is provided by the Merced County Community and Economic Development Department.
