AI Contract Overview
Southeastern Power Administration is soliciting bids for the design and technology upgrade of one small and one large conference room at its headquarters in Elberton, Georgia, with the goal of enabling seamless hybrid collaboration through integrated audiovisual and networking systems. The project requires the installation of modern AV components, including ceiling microphones, speakers, cameras, smart displays, networked control interfaces, and AV switching hardware, along with the removal of outdated equipment and repair of any resulting drywall damage. All systems must be fully calibrated, documented with as-built diagrams and rack labeling, and supported by comprehensive end-user training materials, maintenance guidelines, and warranty information. Vendors must submit proposals by April 30, 2026, to tabitha.rambert@sepa.doe.gov or by mail, ensuring the submission is titled correctly and includes the solicitation number 89503503262026. All offerors are required to be actively registered in SAM.gov and must provide their UEI number, company details, point of contact, and GSA contract number if applicable. A site visit on April 16, 2026, is strongly encouraged but not mandatory, and participants must present a REAL ID-compliant form of identification to gain access. Proposals will be evaluated using a trade-off process that prioritizes Technical Approach and Past Performance over price, with the latter serving as a threshold to ensure fairness and reasonableness rather than selecting the lowest bid. Technical evaluations will assess the clarity of the execution plan, the suitability of technologies proposed, and the demonstrated experience of key personnel on similar projects. The contract will be awarded as a Firm Fixed Price arrangement with a minimum one-year warranty on equipment and three years of post-acceptance support required, including remote and on-site maintenance. Payment will be milestone-based upon procurement completion and final system approval, with invoices submitted through email or mail alongside progress reports. Compliance with OSHA, EPA, DOE safety orders, and ADA standards is mandatory, and all work must occur during standard business hours unless otherwise approved. Any changes to scope require formal approval from the Contracting Officer, and no options will be obligatorily exercised unless separately notified.
