Conference Room Renovations at the Frances Perkins Building

The U.S. Department of Labor, through the Office of the Senior Procurement Executive on behalf of the Mine Safety and Health Administration, is seeking a single award for design-build construction services to renovate a conference room and multipurpose area in Suite N1649 of the Frances Perkins Building in Washington, DC. The project covers approximately 740 square feet and includes architectural and engineering design services for mechanical, electrical, plumbing, and fire and life safety systems. Construction tasks involve removing existing ceilings and carpets, installing LED lighting, HVAC diffusers, fire alarm strobes, flush-mounted floor outlets, and new window treatments, as well as performing wall patching and painting. All mold remediation must adhere to EPA guidelines, and the contractor is required to provide a quality control plan within 15 days of the award. This is a total small business set-aside under NAICS code 236220, utilizing the Lowest Priced Technically Acceptable (LPTA) source selection procedure. The period of performance is 180 calendar days following the Notice to Proceed. Proposals must be submitted in two volumes, Technical and Price, by the extended deadline of September 2, 2026, at 5:00 pm ET. The contract is a fixed-price agreement requiring electronic invoicing through the Department of Treasury's Invoice Processing Platform. Site visits are permitted but are not funded by the government. Award evaluation will be based on technical acceptability and the completeness and reasonableness of the price proposal.
