The Montgomery County Office of Public Health is seeking a lead agency to manage the State Food Purchase Program and the Emergency Feeding Assistance Program to reduce food insecurity and improve access to nutritious foods throughout Montgomery County, Pennsylvania. The selected partner will be responsible for distributing food to pantries and soup kitchens, with a performance goal of meeting or exceeding the benchmark of 238,451 pounds of food distributed and over one million pantry guest visits. The contract spans three years from April 1, 2027, to March 30, 2030, with the possibility of two one-year extensions. Key performance metrics include maintaining a food distribution rate of at least 95 percent and achieving at least 85 percent satisfaction among both clients and partner pantries. Applicants must submit a technical proposal, a separate cost proposal, a current W-9, and completed Appendix A via the Bonfire Portal by November 18, 2026. The City of Tualatin, Oregon, is seeking proposals to provide Congregate Senior Meal Program Services at the Juanita Pohl Center under Solicitation Number 6032, with a response deadline of May 29, 2026, at 2:00 p.m. local time. Services encompass menu planning, meal preparation, on-site congregate meal service, and home-delivered meals for seniors within the designated AAA service area, all in compliance with the Older Americans Act, Oregon Administrative Rules, FDA Food Code, and USDA guidelines. The contract requires strict adherence to food safety protocols including maintaining hot meals at 135°F or higher and cold meals at 41°F or lower, with frozen meals requiring flash-freezing from 140°F to 41°F within six hours, proper packaging for microwave or dual-oven reheating, and clear expiration labeling. Meals must be delivered within four hours of temperature control removal, and any food held above 40°F for more than two hours must be discarded. All personnel must pass mandatory background checks under Oregon law, and the contractor must ensure ADA compliance and non-discrimination in service delivery. Proposals must be submitted electronically via the BidLocker portal, limited to a five-page main technical proposal and a ten-page appendix, with a separate pricing submission. Evaluation will prioritize Program Approach, Operations, and Service Delivery at 40 points and Experience and Qualifications at 20 points, totaling a 60-point scoring system with a best-value trade-off approach—not lowest price technically acceptable. The contract term begins on the effective date of signing and may extend up to six years with annual renewals, subject to City approval and funding availability. The City retains audit rights, access to all records for three years post-termination, and the authority to terminate for cause. Contractors must hold a UEI, be debarment-free, comply with Oregon tax laws and public contracting statutes, use recycled materials where feasible, extend nondiscrimination provisions to subcontractors, and follow a mandatory mediation process for disputes. All meals must be delivered to the Juanita Pohl Center for congregate dining and to eligible seniors’ residences within the service area, with no alternative delivery methods or submission formats accepted.
