70--INTERFACE UNIT,DATA, IN REPAIR/MODIFICATION OF
Solicitation # N0038326QFC05
This sole source solicitation, issued by NAVSUP Weapon Systems Support Philadelphia, requires the overhaul, upgrade, repair, testing, and inspection of 37 Interface Units, Data (NSN 016241529, Part Number 698258-7). The objective is to return these units to a Ready For Issue condition, with the work to be performed by Lockheed Martin in Marietta, Georgia. The government has designated this as a sole source requirement because it lacks the necessary technical data to contract with other sources. Award is contingent upon Government Source Approval, and any offeror not already approved must submit documentation per the NAVSUP WSS Source Approval Brochure. The contractor is responsible for providing all labor, materials, and tooling, with a strict prohibition on the use of MIL-W-81381 wire and unauthorized part cannibalization. Quality standards are rigorous, requiring compliance with ISO 9001, SAE AS9100, and specific calibration standards such as ANSI/NCSL Z540.3. The contract includes detailed protocols for handling items that are Beyond Economical Repair (BER) or Missing on Induction (MOI), requiring written concurrence from DCMA. Packaging and marking must adhere to MIL-STD-2073 and MIL-STD-130, respectively. Invoicing and payment will be processed electronically through the Wide Area WorkFlow system.

RUGGED,FLAT,PANEL
Solicitation # N0010425QLE15
Solicitation N00104-25-Q-LE15 is a request for quotations issued by NAVSUP Weapon Systems Support for the teardown, evaluation, and repair of rugged flat panels (NIIN 016756928). The government is seeking a firm-fixed-price agreement for the repair of these assets, with a target Repair Turnaround Time (RTAT) of 90 days measured from the physical receipt of the asset at the contractor facility to final government acceptance. The procurement is issued under Emergency Acquisition Flexibilities, and the final quantity requirement was adjusted to 4 units. Award will be made to a single, technically acceptable offeror based on a determination of the most advantageous offer, with past performance weighted as more important than price. The contract mandates strict quality and compliance standards, including Government Source Inspection (GSI) and physical identification per MIL-STD-130. Packaging and marking must adhere to MIL-STD-2073-1 and MIL-STD-129, with freight handled as FOB Origin via Navy CAV or Proxy CAV. Contractors are required to use the Wide Area Workflow (WAWF) system for invoicing and payment. Failure to meet the established RTAT may result in price reductions per unit per month of unexcusable delay. The submission deadline for quotations has been extended multiple times, with the most recent update setting the response deadline for October 30, 2026.
