SPECIALIZED DATA AND ANALYST PRODUCT: The United States Government Accountability Office (GAO) intends to award a sole-source purchase order to Catalist L.L.C., 1090 Vermont Avenue, N.W. Suite 300, Washington, D.C. 20005, for the initial period being November 1, 2013 through September 30, 2014. The Government Accountability Office (GAO) requires a comprehensive data source to support the second phase of work requested by Senate leaders that will help identify implications for voters of state identification requirements, such as costs to voters to obtain required identification documents and any effect on voter turnout for elections. GAO intends to purchase vendor-supplied data on voter registration and historical turnout trends and analysis. It would be used to address the following research objectives: - 1. What are the direct costs to voters to obtain documents needed to satisfy state voter identification requirements, and what proportion of voters have the required documents in selected states? - 2. What do existing studies and available data indicate about how voter identification laws affect turnout in selected states? - 3. How frequently do voters cast provisional ballots because they do not have required identification in selected states, and how are these votes counted? - 4. What systematic and reliable data on voter impersonation fraud are available at the federal and state level? The Government Accountability Office (GAO) conducted extensive market research and determined that Catalist L.L.C. was the only firm that could provide data that met our requirements. (see attached justification) This is not a request for a quotation. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed in writing to U.S. Government Accountability Office, Acquisition Management - Room 7116- 2, 441 G Street, NW Washington, D.C. Attention Brian Umstead . Responses to this notice must be received by October 7, 2013. Brian Umstead, Lead Acquisition Specialist/Information Procurement, voicemail (202) 512-5567, fax (202) 512-3999 email address umsteadb@gao.gov.
