Offerors must submit a comprehensive Technical Volume and a separate Price Volume, with evaluations weighted heavily toward corporate experience, technical approach, key personnel qualifications, and past performance — collectively deemed significantly more important than price. The evaluation process follows a trade-off approach, excluding Lowest Price Technically Acceptable criteria. Key personnel, including Senior Plaster and Painting Conservators, a Conservation Scientist, and a Structural Engineer, are subject to stringent substitution rules requiring prior approval and documentation, especially during the initial 90 days. All personnel must undergo Capitol Police screening, comply with IT security protocols, sign non-disclosure agreements, and complete annual security training. Controlled Unclassified Information must be marked and handled according to federal guidelines, and hazardous waste containers must be clearly labeled. The contract mandates adherence to FAR clauses governing inspections, changes, termination, liens, and anti-kickback provisions, with additional AOC-specific clauses addressing security, conflict of interest, pandemic reporting, and government-furnished property.
