Solicitation # RFQ 202627-1
The Monterey Peninsula Regional Park District is soliciting qualifications under RFQ 202627-1 to establish a prequalified list of licensed Registered Professional Foresters (RPFs) for on-call services. The primary objective is to secure professional forestry expertise to manage the practice of forestry across the District's 13,000 acres of diverse landholdings, including sites such as the Frog Pond Wetland Preserve and Garland Ranch Regional Park. The scope of work involves supervising and training crews and contractors, approving prescriptions, and providing signed documentation and regulatory filings in compliance with the Professional Foresters Law. Prequalification is valid for up to five years, though it does not guarantee work; the District will select the most qualified RPF from the list for specific projects based on experience and availability, followed by a proposal and rate negotiation process. Applicants must submit a Statement of Qualifications via the OpenGov portal by November 2, 2026, which must include California RPF license numbers, resumes, and at least three public agency references. The evaluation is conducted on a pass/fail basis, and fee proposals are strictly prohibited during this initial phase. Selected consultants must operate as independent contractors and maintain comprehensive insurance coverage, including general liability, automobile liability, and professional liability of at least $1,000,000. Administrative terms include monthly invoicing with a 30-day payment cycle for non-disputed fees and a 10-day written notice period for termination for convenience by the District.
