Small Business Multiple Award Task Order Contract (MATOC) for the Missouri River Bank Stabilization and Navigation Project (BSNP)
Solicitation # PANNWD26P0000030936
The U.S. Army Corps of Engineers, Kansas City District, is conducting market research for the Bank Stabilization and Navigation Program to identify qualified contractors capable of performing complex riverine construction work along the Missouri River, from River Mile 0 near St. Louis, Missouri, to River Mile 553 near Nebraska City, Nebraska. The work involves constructing, modifying, or repairing stone dikes, revetments, bank paving, revetment overlays, and excavation of notches, all of which must be executed using floating equipment due to the absence of land access. Operations require mobilization of barges to transport graded stone from quarries and placement via track-hoe from work barges, with equipment needing to operate in water depths of four feet or more. The Government plans to establish a Multiple-Award Indefinite-Delivery Indefinite-Quantity (IDIQ) Task Order Contract with a combined ceiling of $50 million, consisting of a three-year base period and a two-year optional ordering period. The North American Industry Classification System code is 237990, with a small business size standard of $45 million, and businesses of all sizes are encouraged to respond, though small, 8(a), HUBZone, service-disabled veteran-owned, and women-owned businesses are specifically encouraged to participate, as responses will inform potential set-asides. Respondents must submit a ten-page capability statement detailing their business size, UEI and CAGE codes, bonding capacity, experience with similar projects completed in the last five years, subcontracting arrangements, and joint venture structure, along with organizational contact information. All submissions must be provided electronically in Word or PDF format by the deadline of 12 p.m. CDT on June 1, 2026, to the designated contract specialist and contracting officer. This is a sources sought notice only, not a solicitation, and no funds are available for response preparation or reimbursement. AI Contract Overview

The contract involves the construction of a modification or repair to the existing wastewater system at the historic Grossi "M" Ranch located within Point Reyes National Seashore, California. Issued by the Department of the Interior through the Dsc Contracting Services Division based in Denver, Colorado, this solicitation was initially posted on December 22, 2009, as a presolicitation notice. Due to technical difficulties caused by an erroneous link between the Federal Business Opportunities (FBO) website and the National Business Center (NBC), contractors were initially provided with a canceled 'N' document. As a remedy, interested parties are advised to reference the 'Q' document (Q8536100750) directly on the NBC's IDEAS-EC website to access the original solicitation and any amendments. Because of these ongoing technical issues, the associated documents remain accessible on the NBC platform, and a technical fix is underway to restore proper linkage from FBO to NBC. Additionally, an amendment will soon be issued to extend the due date for quotes, allowing contractors additional time to respond. This contract emphasizes the importance of monitoring updates on the NBC website and adhering to the new document routing procedures to ensure successful participation in the solicitation process.
