Full Description

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that NAVFAC EURAFSWA intends to solicit proposals and award a Firm-Fixed Price (FFP) Construction Contract. The work includes the design-build construction necessary to complete one (1) partially constructed multi-purpose building on the new Tanzania Defense Intelligence College campus in Mbagala, Tanzania. The procurement method to be utilized is FAR Part 15 - Contracting by Negotiation using Source Selection procedures. The solicitation will utilize source selection procedures described in FAR 15.101-2 Lowest price technically acceptable source selection, which require offerors to submit a technical proposal and past performance, as well as a price proposal for evaluation by the Government. The NAICS Code for this procurement is 236220 and the annual size standard is $33,500,000. In accordance with FAR 36.204, the estimated cost of construction is between $1,000,000 and $5,000,000. The contractor will be required to complete all works within 450 calendar days after contract award.
