The Department of Defense seeks potential small business contractors for the planning and eventual construction of a new 3,201-square-foot Egress Maintenance Facility for the F-22 at Joint Base Pearl Harbor-Hickam, Hawaii. The project requires conventional permanent construction methods compliant with DoD Unified Facilities Criteria, emphasizing sustainable and high-performance building standards. Special construction features include micro-pile foundations and elevated structures to meet tsunami and flood requirements, anti-explosive electrical systems with comprehensive lightning and grounding protection, and site improvements such as asphalt pavements and concrete pads for aerospace equipment and gas-oxygen canopy shelters. The contractor must coordinate closely with the Hawaii Air National Guard's Civil Engineer Squadron regarding site access, environmental concerns, and restoration if damages occur. Interested firms must demonstrate experience working in island or remote environments with complex logistical challenges, including specialized HVAC systems, micro-pile foundations, and airfield pavement construction. Submissions require a detailed statement of intent, company information, past project experience relevant to federal and commercial work, and resources. Responses are due by July 6, 2026, with communication limited to electronic submission only. The solicitation is set aside for total small business participation under NAICS code 236220, with limitations on subcontracting requiring prime contractors to perform at least 15 percent of the work themselves. If insufficient qualified small businesses respond, the contract may be opened without restrictions.
