The awarded contractor is responsible for executing all construction work according to 100% bid design drawings and specifications prepared by A/E Health Facilities Solutions. Construction must adhere to the VA Infrastructure Standard for Telecommunications Spaces (ISTS) Version 4.0 dated June 1, 2023, and incorporate VA Physical Security Design and Resiliency Manual (PDRSM) requirements. Notably, construction will occur in occupied work areas where staff and patients are present, with permissible work hours strictly limited to nighttime operations between 5 PM and 5 AM EST to avoid disruption during normal business hours. The contract includes comprehensive FAR clauses covering essential terms such as inspection, warranty, safety, changes, and subcontracting limitations, along with VA-specific clauses ensuring compliance with personnel vetting, security clearances, and ethical conduct. Subcontracting limits enforce strict thresholds on the use of non-SDVOSB firms with rigorous certification and compliance reporting obligations. Quality control and inspection standards reference established ASTM and ICC standards, with government inspection and acceptance conducted on-site, including demonstration of operational readiness and a 30-day equipment burn-in period free of malfunctions.
