AI Contract Overview
The contract requires comprehensive infrastructure upgrades across multiple buildings at the VAPHS University Drive VA campus in Pittsburgh, Pennsylvania, to support the implementation of the Electronic Health Records Modernization (EHRM) system. The scope encompasses the construction of new tower additions totaling 11,600 square feet and the renovation, reconfiguration, and expansion of existing spaces in Buildings 1, 5, 8, 29, 30, 33, and associated site areas, affecting approximately 3,030 square feet of existing space. Work includes new walls, doors, finishes, telecommunication closet upgrades, and the integration of advanced electronic systems such as ESS cabling, security sensors, physical access control, video equipment, data transmission media, and local processors. All building controllers must be native BACnet-capable and operate in stand-alone mode, with detailed system documentation including riser diagrams, LAN routing plans, and O&M manuals that strictly match construction documents verbatim. The project demands a digital archive in a universally readable format and strict adherence to labeling requirements for materials, lumber, ceiling grids, and valves, with specific dimensional and material standards for labels and cards. The contract is awarded on a Lowest Price Technically Acceptable (LPTA) basis, requiring offerors to pass three mandatory gates: demonstration of at least two and no more than five comparable construction projects as a prime contractor, submission of a complete small business subcontracting plan (if applicable), and active SAM registration. Failure to meet any of these renders an offeror ineligible. Proposals must be submitted in three separate PDF volumes via email—Volume I (Technical) capped at 30 pages excluding covers, Volume II (Price) as a Firm Fixed Price submission under 20 pages, and Volume III (Administrative)—each with specific formatting requirements including Times New Roman 12-point font, one-inch margins, and page numbering. The total project duration is 730 calendar days from the Notice to Proceed, with strict requirements for scheduling, change management, and documentation. Payment is governed by monthly progress payments through the VA Financial Services Center via electronic invoicing, and final acceptance requires multiple inspection phases including punch-out, pre-final, and final inspections with mandatory attendance by contractor management and the COTR. Security protocols mandate VA-compliant ID badges at all times on site, annual Privacy Training through the VA’s TMS system, and adherence to fitness determinations under 5 CFR Part 731.202
