AI Contract Overview
The 31st Contracting Squadron at Aviano Air Base, Italy, is establishing the Engineering Assistance and General Labor Enablement (EAGLE) program through a Construction Basic Ordering Agreement (BOA). This BOA is a non-binding instrument of understanding that pre-qualifies contractors to compete for individual firm-fixed-price task orders. The scope of work encompasses a broad range of maintenance, repair, alteration, and minor construction projects, including electrical, mechanical, HVAC, plumbing, demolition, paving, and landscaping services at Aviano Air Base and its Geographically Separated Units. Individual task orders under this agreement are limited to a maximum of 350,000.00 USD. The BOA is valid for five years and is subject to annual reviews to verify contractor qualifications. To be considered, interested parties must submit a statement of interest on company letterhead, a capability statement, and signed terms and conditions. Award for specific task orders may be based on Lowest Price Technically Acceptable (LPTA) or tradeoff procedures, evaluating factors such as technical understanding, past performance, and the proposed plan of work. Contractors must comply with strict safety, health, and security requirements for base access, maintain quality control records, and utilize the WAWF system for electronic invoicing. The program is managed under NAICS code 236220 and requires adherence to specific FAR and DFARS clauses, including antiterrorism and force protection for contractors operating outside the United States.
