This project encompasses three separate contracts located at Canadian Forces Base (CFB) Gagetown in New Brunswick, 14 Wing at CFB Greenwood in Nova Scotia, and CFB Halifax (12 Wing Shearwater), also in Nova Scotia. The solicitation adheres to relevant trade agreements, including the Canadian Free Trade Agreement (CFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the World Trade Organization Agreement on Government Procurement (WTO-GPA). Request for Information - Alameda Family HousingThe United States Coast Guard is seeking information from developers regarding a potential direct lease with an option to purchase family housing units in Alameda, California. The initiative involves the construction or availability of 180 housing units, including a mix of one- to four-bedroom homes, with specific requirements that 10% of the three- and four-bedroom units comply with ADA guidelines. The housing is intended for Coast Guard personnel and their families, preferably in townhome-style single-family, duplex, or triplex configurations within a single subdivision integrated into a broader community. The lease term proposed is one year with up to four additional option years, with the option to purchase expected to be exercised within five years. The lease would be at full market rates, with an option fee held in escrow, which will be applied toward purchase if exercised or refunded otherwise. Developers are encouraged to provide detailed information about their properties, including floor plans, amenities, compliance with HUD housing quality standards, and the ability to expand the number of units. Key considerations include the earliest possible delivery dates, construction timelines, permitting status, and integration of utilities and roadways. Additional supportive amenities like daycare or recreation centers may also be proposed. The Coast Guard plans to assess the operational suitability of the units before potentially finalizing a purchase. Should there be significant interest, an open forum with follow-up sessions may be organized to facilitate further discussion. Interested parties are responsible for monitoring solicitations on SAM.gov as this RFI does not constitute a contract or payment offer by the government.

Request for Proposal North Bend Family HousingThe United States Coast Guard (USCG) is seeking proposals for a direct lease with an option to purchase family housing units in the North Bend/Coos Bay, Oregon area. This solicitation invites vendors who already own suitable property for constructing residential housing rather than government-led construction projects. The USCG intends to lease the housing units before construction begins, with lease terms starting once homes are ready for occupancy, and during the lease, it will conduct due diligence to determine purchase eligibility. The contract is structured around a phased acquisition plan with a one-year lease term and up to four additional option years, spread across three phases totaling 48 housing units. These units will include primarily 3-bedroom, 2-bath and 4-bedroom, 2-bath homes, with some designed to meet federal ADA standards. Properties may be single-family homes, duplexes, or multiplexes, with garages and parking, adhering to all applicable local, state, and federal codes. The lease agreement guarantees rent payments by the USCG regardless of occupancy, with payments made electronically through SAM.gov. The option-to-purchase (OtP) agreement is integrated into the lease and allows the USCG to buy the housing at a later date based on a government appraisal, with an OtP fee held in escrow during the decision period. Should the USCG choose not to purchase, the fee reverts to the vendor. Proposals must provide detailed housing unit plans, mechanical system descriptions, construction methods, proposed purchase prices and rents, as well as site development plans and timelines estimating a one-year construction period. Award decisions will be based on best value considering unit design, price, lease terms, amenities, site features, and construction quality. The solicitation emphasizes fair procurement practices and provides a structured process for dispute resolution through the USCG Ombudsman Program before escalating formal protests.
