The USDA's Animal and Plant Health Inspection Service (APHIS) is seeking a qualified Construction Inspection Contractor (CIC) to oversee the renovation of Building #3 at the Puerto Rico Department of Agriculture complex near Dorado. The project involves renovating an approximately 8,000-square-foot facility divided into two wings—administration and laboratories—while maintaining ongoing lab operations through a phased construction approach. Key upgrades include installing new water, sprinkler, HVAC, electrical, and data systems, along with exterior improvements and complete refurbishment of toilet and locker rooms. The renovation is scheduled to be completed in multiple phases, with each phase becoming operational before the next begins, and the total project value is estimated between $5 million and $10 million. The CIC will be responsible for ensuring construction quality and compliance, acting as the designated authority to monitor the contractor’s performance. The contractor must assign a qualified individual—either a licensed Professional Engineer, a Certified Construction Contract Administrator, or someone with equivalent experience—to serve as the CIC. Their duties encompass attending meetings, reviewing shop drawings, conducting inspections, preparing progress reports, reviewing invoices and change orders, responding to RFIs, preparing punch lists, and validating project completion. The solicitation, issued as a small business set-aside under NAICS code 541330, is scheduled for response by November 22, 2024, with the contract anticipated to be awarded in December 2024.
