Construction Management At-Risk (CMAR) Services for a Welcome Center and Community Hub

Richland School District Two is soliciting proposals for Construction Management At-Risk (CMAR) services to renovate the Global and Military Welcome Center and Community Connection Hub. The project involves the renovation of two leased facilities totaling approximately 5,000 square feet located at 8131 Brookfield Road in Columbia, South Carolina. The selected CMAR will be responsible for preconstruction services, including constructability reviews and risk identification, cost management through the development of a Guaranteed Maximum Price (GMP), and full construction management. The anticipated period of performance is from December 2026 to August 2027, with a preliminary estimated construction budget of 800,000 dollars. Proposals must be submitted by 1:00 pm on November 17, 2026, and must include a vendor questionnaire, proof of general liability and workers compensation insurance, and both a full and redacted version of the proposal. Award will be granted to the highest ranked responsive and responsible offeror based on a points-based evaluation. Contractors must be licensed to do business in South Carolina, comply with the Drug-Free Workplace Act and Equal Employment Opportunity standards, and adhere to ADA and OSHA requirements. Payment terms are Net 30 via check, with invoices processed on the 10th and 25th of each month.
