Construction Management at Risk Services - New Aquatic Center and Improvements at Roper Park

Pickens County Government is soliciting proposals for Construction Management at Risk (CMAR) services for the Roper Park Improvements Project in Georgia. The project is divided into two primary components: the construction of a new 21,385 square foot single-story aquatic facility and major park improvements, which include building four new baseball fields, renovating five existing baseball fields and three soccer fields, and constructing a new maintenance shop and two concession buildings, along with landscape and irrigation installation. The selected firm will be responsible for both preconstruction and construction phases, providing services such as project planning, estimating, value engineering, trade contract awards, and overall construction management through occupancy and a one-year warranty period. Proposals are due by September 11, 2026, and must include a price proposal in a separate sealed envelope. Evaluation is based on a weighted scale: price proposal (30%), experience and workload (20%), firm personnel experience (20%), project approach (20%), and references (10%). The award will be based on the most advantageous offer rather than the lowest cost. Requirements for the selected firm include providing a Guaranteed Maximum Price (GMP), maintaining comprehensive insurance and bonding at 100% of the award amount, and strict compliance with the Georgia Security and Immigration Compliance Act via E-Verify. The contract is governed by Georgia law and is subject to annual termination by the Board of Commissioners on December 31 unless otherwise renewed.
