Construction Management/ Owners Representative

The Western Reserve Transit Authority (WRTA) is seeking a Construction Management/Owners Representative through RFQ 2026-7 to provide project oversight, coordination, and technical expertise for various capital projects in Youngstown, Ohio. The engagement is expected to span approximately five years and covers a range of initiatives, including the demolition and construction of a new downtown transit center, warehouse facility improvements, site and grounds enhancements, and the expansion and renovation of the Administrative and Maintenance building. The selected representative will manage projects from commencement through final close-out, providing services such as design review, constructability analysis, budget and schedule monitoring, and field inspections. The selection process utilizes a competitive points-based evaluation totaling 100 points, with 50 percent weighted toward firm experience and references, 25 percent toward project understanding, and 25 percent toward staff qualifications. Required personnel must include an advisor with at least 10 years of AEC experience and a construction inspector with at least 5 years of experience. The contract mandates strict compliance with federal regulations, including Buy America preferences, DBE equal opportunity requirements under 49 CFR Part 26, and ADA standards. Additionally, the firm must maintain liability and errors and omissions insurance of 1 million dollars and submit a comprehensive Statement of Qualifications by October 30, 2026.
