This GSA Construction Management (GSA CM) Service will be requested to support the construction of a major project for the Otay Mesa East LPOE.The new standalone Otay Mesa East (OME) Land Port of Entry (LPOE) is located to the North of the international boundary between the United States of American and Mexico, east of San Diego, California across from Tijuana, Baja California.  This phase of the overall project establishes a new Commercially Owned Vehicle (COV) and Privately Owned Vehicle (POV) port that will increase the capacity for incoming commercially and personally owned vehicles.  It is anticipated that a future pedestrian processing will occur along with expansions to the POV and COV lanes throughout the site at a later date.The project is a joint venture between San Diego Association of Governments (SANDAG) and the California Department of Transportation (Caltrans), in collaboration with state and federal partners in the United States (U.S.) and Mexico, to create a fast, predictable, and secure 21st century border crossing for the San Diego-Baja California region.The new LPOE will be clean, green, and smart.  The Project will build in smart technologies and use variable tools to manage traffic.As the U.S.-Mexico border region grows, there is a need to improve the commercial movement of goods, services, and passengers through an efficient, integrated system to bolster the local, state, federal, and international economies.  In 2019, the Otay Mesa and Tecate ports of entry processed a combined $48.3 billion in total bilateral trade, and that number is expected to grow over the coming years.  The project will facilitate job growth and new economic opportunities for private sectors on both sides of the border.Otay Mesa East will be one of the most technologically advanced LPOEs, which will enable lower wait times while increasing border security and safety. The LPOE will utilize Non-Intrusive Inspection (NII) technology that will allow for 100% X-ray and radiation detection scanning of commercial and non-commercial vehicles prior to reaching Customs and Border Protection (CBP)’s primary inspection booths.  This project will utilize other remote detection and inspection facilitation technologies including Multi-Energy Portals (MEP), Low-Energy Portals (LEP), Radiation Portal Monitors (RPM), hand-held radiation detectors, License Plate Readers (LPR), cameras, Radio Frequency Identification (RFID) and Quick Response (QR) readers, Weigh-In-Motion (WIM) scales, dynamic signage, among other technology.The site has been master-planned to accommodate up to 20 commercial and 25 non-commercial inspection lanes in the future.  The master plan also provides for a future pedestrian processing facility and transit hub (to be located off federal property), as well as infrastructure for bus crossings on the LPOE.  Approximately 20 acres in the northeast corner of the site will be reserved for future development of regional seizure vault and mission support facility by U.S. CBP. In addition, a Commercial Vehicle Enforcement Facility (CVEF) is being constructed for the California Department of Transportation (Caltrans) adjacent to this OME LPOE facility.The design as developed in this document for the LPOE includes five (5) commercial and seven (7) non-commercial inspection lanes in the northbound direction.  No bus or pedestrian traffic will be processed at this LPOE on this phase.  The LPOE facilities will accommodate inspections for inbound and outbound commercial vehicles and non-commercial vehicles.   Â
