The General Services Administration (GSA), in collaboration with the U.S. Forest Service administrative offices, will procure Construction Management (CM) professional services for the Sidney Yates Consolidation Project through an existing GSA Contract Vehicle, moving away from the prior solicitation GS11P12MKC0075 on FedBizOps. This contract encompasses management services across all project phases, including design, procurement, contract administration, construction oversight, scheduling, inspections, closeout, claims if necessary, and additional related tasks. The project involves improvements and construction document completion for the five-story Sidney Yates Building with basement in Washington, D.C., following approved concept plans. The selected design-build contractor will be responsible for producing and executing architectural, mechanical, electrical, HVAC, and fire protection system modifications, as well as demolition and disposal of furniture, carpeting, and minor alterations per GSA requirements. Optional coordination services with Forest Service contractors such as IT, painting, and furnishings may also be included. Estimated construction costs range from $9 million to $12 million, with an anticipated completion in the last quarter of 2013. The contract is a firm-fixed-price agreement awarded to a single construction management firm. The solicitation is a total small business set-aside, inviting participation from a broad range of qualified small business categories, including veteran-owned, service-disabled veteran-owned, HUBZone, disadvantaged, and woman-owned firms with appropriately licensed and staffed offices within the continental United States. The request for proposals (RFP) was issued electronically around mid-October 2012, with evaluation guided by FAR Part 15.3 source selection procedures and a best value determination. The government reserves the option to award without discussions and will follow GSA-approved standards throughout the project execution. Jane Facchina serves as the primary contact for contract administration.
