In accordance with N.C.G.S. § 143-129, through this Request for Qualifications (RFQ), GoTriangle seeks to contract with a qualified firm capable of delivering high-quality, cost-effective Construction Manager at Risk (CMAR) services that support GoTriangle's mission to provide safe, reliable, and equitable public transportation throughout the region. GoTriangle’s 2022 Regional Fleet & Facility Study concluded that expanding, renovating, and modernizing the existing Nelson Road Bus Operations and Maintenance Facility (BOMF) is the most cost-effective approach to meet current and future fleet and service expansion needs over the facility’s anticipated 40+ year service life. The study evaluated existing conditions, future operational needs, and potential facility alternatives and developed a conceptual (approximately 15% level) design, preliminary construction phasing approach, and planning-level cost estimate. The current planning-level project budget is approximately $35.2 million (2022 dollars), inclusive of design, construction, and contingency. The project is also reflected in regional transit capital plans at approximately $40 million (2023 dollars). GoTriangle has initiated environmental review under the National Environmental Policy Act (NEPA) with the Federal Transit Administration (FTA) and anticipates a Categorical Exclusion determination.
