AI Contract Overview
The solicitation W912QR26BA018 for the construction of a Virtualized Electromagnetic Warfare and Mission Engineering Center (VEWMEC) at Naval Surface Warfare Center Crane, Indiana, has been cancelled, with the government indicating intent to resolicit at a later date. The project, classified under NAICS code 236220, was structured as a total small business set-aside requiring offerors to be certified as small businesses and submit proposals electronically through the Procurement Integrated Enterprise Environment (PIEE). The scope encompassed multiple construction items including the primary VEWMEC facility, supporting infrastructure, equipment installation, and optional floorplans designated as Bid Options 1 through 7, which provided flexibility for future expansion. Each bid item was to be executed in accordance with detailed contract drawings, with large-scale plans taking precedence over scale measurements and all work bound by technical provisions and demarcations specified in the architectural engineer-provided documents. Bonding requirements mandated 100 percent performance and payment bonds tied to the contract value, supported by sureties listed in Treasury Department Circular 570 or equivalent security instruments. Access to restricted solicitation documents containing Controlled Unclassified Information (CUI) and Federal Contract Information (FCI) was conditioned upon having an active System for Award Management (SAM) registration and a current BASIC confidence level in the Supplier Performance Risk System (SPRS). Offerors seeking access to these documents had to submit their CAGE code and Unique Entity Identifier (UEI) via email to designated points of contact for verification. A mandatory Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) requirement was in place, necessitating that contractors and subcontractors possess valid CMMC status posted in SPRS prior to award, with submission of CMMC UIDs being a condition of eligibility. The solicitation also incorporated numerous Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses, including provisions on gratuities, contingent fees, anti-kickback procedures, price adjustments for defective pricing, changes, warranty, termination, and cyber safeguards under NIST SP 800-171 and CMMC. Special requirements included compliance with Buy American Act provisions using Alternate II of FAR 52.225-12, adherence to prevailing wage standards under the Davis-Bacon Act, and strict compliance with electronic submission protocols through PIEE using native file formats and searchable PDFs, with no paper or fax submissions permitted.
