This notice is cancelled. It is replaced by : W912JC-18-R-5702 which is posted 02/14/2018. The USPFO for Kansas intends to issue a Request for Proposal (RFP) to award a single firm fixed price contract for the Construction a new National Guard Readiness Center Building for the 35th ID in Leavenworth, Kansas. This will include all labor, materials, tools, equipment, and supervision necessary for construction. The Readiness Center Building will have a maximum of 102,672 gross square footage and a remote Detached Maintenance Bay building with a maximum of 5,359 gross square footage. This may include all supporting items including access roadways, POV parking lots, ridged pavements other than parking, service access aprons, loading ramp, generator, sidewalks, curbs, detached sign(s), exterior security lighting, site utilities, and storm water drainage. The contract duration is 24 months after Notice to Proceed. This project is being procured as Unrestricted. The North American Industry Classification System (NAICS) code for this work is 236220, with a size standard of $36.5 million. The HUBZone preference IAW 19.1307 applies. The magnitude of this project is between $25,000,000 and $100,000,000. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. A site visit will follow the pre-bid conference. The proposal due date will be on or about July 26, 2017. Actual due date and time will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, Source Selection Procedures. Evaluation factors will include Technical (Experience & Capability, Safety Activities, Construction Schedule, and Quality Control), Price (Price reasonableness), and Past Performance (reviewed for relevancy and a confidence assessment). The award will be made based upon the best overall proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to all three of the evaluation factors. The Government intends to award without discussions, however the Government does reserve the right to conduct discussions if the Contracting Officer determines them to be necessary or appropriate.
