D2. SCOPE OF WORK D2.1 The Work to be done under the Contract shall consist of a new 5,500m2 Recreation Centre and 1,850m2 Child Care Centre designed to be energy efficient and net-zero carbon ready. The Recreation Centre will be a steel-framed structure that includes three (3) gymnasiums with mezzanine, walking/running track and fitness areas, several multi-purpose spaces of various sizes, change rooms, washrooms, lobby/common space, tenant lease space, parking and related site development. The Child Care Centre will be a wood-framed structure that includes infant and preschool play rooms, admin offices, kitchen, staff room and operational and maintenance support spaces. D2.2 The major components of the Work are as follows: (a) Foundation & Crawlspace (b) Superstructure: (i) Rec Centre: Steel Framing (ii) Child Care Centre: Wood Framing (c) Building Envelope (d) Interior Partitions and Finishes (e) Mechanical Systems (f) Electrical Systems (g) Site Works including Grading, Drainage, Utilities, Services and Hard and Soft Landscaping D2.3 The following shall apply to the Services: (a) City of Winnipeg Green Building Policy: New City-Owned Buildings and major additions; http://clkapps.winnipeg.ca/DMIS/DocExt/ViewDoc.asp?DocumentTypeId=2&DocId=5989 (b) Universal Design Policy http://clkapps.winnipeg.ca/DMIS/DocExt/ViewDoc.asp?DocumentTypeId=2&DocId=3604 D2.4 The funds available for this contract are $78.5 Million. D2.5 While this Contract is being procured by the City of Winnipeg, it is funded through a multi- partner financial agreement with certain facilities built by the project being subject to a transfer of ownership post-construction. As such, the Contract is formed by three (3) main construction components for the purpose of cost accountancy to respective Owners: (a) Part A: Recreation Centre (b) Part B: Child Care Centre (c) Part C: Site Development Refer to Appendix F for schematic delineation drawing. In general, the delineation by the two buildings each comprising Part A and Part B proper, while Part C – Site Development includes any and all subsurface infrastructure including but not limited to water, sewer and land drainage. Any component of subsurface infrastructure crossing within or connecting to a building on to Part C. The Contractor shall be required to submit a Proper Invoice that includes a comprehensive cost breakdown for each Part, forming a total invoice for Work completed month by month that the Contract is in force.
