Construction Of The Ground Based Strategic Deterrent (GBSD) Sentinel Consolidated Vehicle Maintenance Complex (CVMC), Security Forces Operations Complex (SFOC), And Construction Of The Athletic Complex At Minot Air Force Base (AFB), North Dakota (ND)

The U.S. Army Corps of Engineers, Omaha District, is conducting a sources sought market research effort for three construction projects at Minot Air Force Base, North Dakota. The scope includes the Ground Based Strategic Deterrent Sentinel Consolidated Vehicle Maintenance Complex, the Security Forces Operations Complex, and an Athletic Complex. The CVMC and SFOC involve the construction of 130,000 square foot secure facilities, including utility integration and the demolition of existing structures, while the Athletic Complex consists of multi-sport fields, lighting, and grading. The estimated total contract value ranges from 102 million to 255 million dollars. This procurement will utilize a Firm-Fixed-Price, Design-Bid-Build model under Other Transaction Authority. Performance periods vary by project, with the Athletic Complex requiring 550 days, the SFOC 920 days, and the CVMC 1,440 days from the Notice to Proceed. Evaluation will be based on a Qualifications-Based Selection process prioritizing past performance on DoD installations, technical capability, and bonding capacity, with minimum requirements of 100 million dollars for the CVMC/SFOC and 5 million dollars for the Athletic Complex. All work must comply with Unified Facilities Criteria standards for building design, antiterrorism, and cybersecurity.
