Industry Feedback for Draft Requirements, Solicitation, and Request for White Papers for Other Transaction (OT) - Initial Minot Sentinel Beddown (IMSB), Minot Air Force Base, North Dakota (ND)

The USACE Omaha District is seeking industry feedback on draft requirements and a Request for White Papers for the Initial Minot Sentinel Beddown (IMSB) project suite at Minot Air Force Base, North Dakota. This initiative supports the Ground Based Strategic Deterrent (GBSD) Sentinel Program and involves the construction of three primary facilities: a Consolidated Vehicle Maintenance Complex (CVMC), a Security Forces Operations Complex (SFOC), and an Athletic Complex (AC). The procurement will utilize a Design-Bid-Build approach under Other Transaction (OT) authority pursuant to 10 U.S.C. § 2808a, meaning it is not subject to standard FAR-based contract clauses. The total project suite funding is limited to 203 million dollars, with individual project magnitudes estimated between 100 million and 250 million dollars. The acquisition follows a two-phase process: Phase 1 focuses on pre-construction services and the development of a final construction price using an open-book methodology, followed by Phase 2 for actual construction. Selection is based on a qualifications-based methodology rather than price. Step 1 involves the evaluation of white papers focusing on bonding capacity, relevant experience, and leadership and execution strategies. Up to three highly qualified contractors will be shortlisted for Step 2, which consists of pitch meetings to evaluate technical approach, team chemistry, and understanding of the 100 percent design documents. Performance periods vary by facility, with the SFOC requiring 920 calendar days and the AC requiring 550 calendar days from the notice to proceed.
