Construction Project Management Services To Support Salton Sea Sch Project – Cpms

The California Department of Water Resources (DWR) Division of Engineering is seeking a qualified firm to provide Construction Project Management Services (CPMS) for the Salton Sea Species Conservation Habitat (SCH) Design-Build Project. This project involves the construction of a 9,500-acre habitat featuring earthen berms, a pumping plant, and associated structures. The selected firm will provide expert consultation in construction management, contract administration, project scheduling, risk management, and multi-disciplinary inspection across civil, structural, electrical, and mechanical fields. Additionally, the scope includes environmental compliance monitoring for air, water, and biological resources, as well as support for tribal, cultural, and historic resources. The contract is estimated to run from September 21, 2026, to September 20, 2029, with options for two one-year extensions. Award selection is based on a trade-off process prioritizing technical qualifications, including the firm's demonstrated competence, the experience of key personnel, and the ability to meet DWR's workload needs. Mandatory requirements for applicants include attendance at a pre-SOQ conference and the disclosure of any Generative Artificial Intelligence used in the proposal. The contract is subject to California state regulations, including the Political Reform Act, recycled content certifications, and specific insurance and non-disclosure requirements. Performance will take place primarily at the New River site in Imperial County, with administrative oversight managed by the DWR in Sacramento.
