The U.S. General Services Administration is conducting market research for the comprehensive modernization of its historic headquarters building at 1800 F Street, NW, Washington, DC, a property listed on the National Register of Historic Places since 1986. The project aims to transform the building into a long-term, adaptable federal asset by consolidating decades of incremental repairs into a unified modernization effort, with substantial completion targeted for Fall 2028. The scope encompasses three major construction components: core and shell, interior, and exterior work, all to be delivered under a single contract with a hybrid pricing structure—core and shell under firm-fixed-price terms, while interior and exterior work will be awarded using a Guaranteed Maximum Price ceiling, with advisory professional management services provided during design at firm-fixed-price and potentially converted to firm-fixed-price upon design completion. The estimated total construction value ranges between $275 million and $325 million, governed by the NAICS code 236220 with a small business size standard of $45 million in average annual receipts, and the procurement will follow a two-phase Request for Proposal approach beginning with qualifications in July 2026 and pricing submissions in October 2026, leading to an award no later than the second quarter of FY2027. The contract requires adherence to stringent federal standards including the GSA PBS Core Buildings Standards and Building Information Modeling protocols, and mandates compliance with both Project Labor Agreement (PLA) and Cost Accounting Standards (CAS) requirements. A PLA is expected to be required under FAR Subpart 22.5, binding all contractors and subcontractors to uniform wage scales, dispute resolution mechanisms, labor-management cooperation provisions, and prohibitions against work stoppages, with respondents asked to quantify any potential price impact from its inclusion. For large businesses, CAS compliance under FAR Part 30 is mandatory, requiring certified accounting systems, disclosure of cost accounting practices, and adherence to specific FAR clauses, though small businesses are exempt. Offerors must demonstrate prime contract experience on at least three completed projects exceeding $200 million within the past seven years, provide evidence of bonding capacity sufficient for the full project value and aggregate capacity, and clearly state their socioeconomic status including any applicable designations such as HUBZone, SDVOSB, WOSB, or 8(a). Responses are limited to a five-page capability statement in PDF format, submitted to Robert Jackson, Contracting Officer, by June 8, 20

THIS IS A REQUEST FOR INFORMATION (RFI) AND SOURCES SOUGHT NOTICE (SSN) for Construction Services for 1800 F Street, NW, GSA Building Modernization Project, located in Washington, DC.

The U.S. General Services Administration (GSA), Public Buildings Service (PBS), Acquisition Project Delivery – Capital Construction Division, is conducting market research:  (1) To determine if there are adequate Small Business, HUBZone small business, Women-Owned small business, or Service-Disabled Veteran-Owned small business contractors capable of performing the construction services for the requirement described herein.  If it is determined that adequate competition exists, the GSA may set the requirement aside for competition among the selected group; (2) To determine the project impact of Project Labor Agreement (PLA) requirements; and, (3) To determine the project impact of Cost Accounting Standards (CAS) requirements.

GSA PBS is seeking all qualified, interested sources (both Large and Small Businesses) to respond to this RFI to provide construction services for the modernization of the GSA Headquarters Building at 1800 F Street, NW, Washington. 1800F was listed on the National Register of Historic Places in 1986, recognizing its architectural and federal government significance. It currently supports the General Services Administration, including GSA’s PBS, which manages federal real estate and facilities, and its Federal Acquisition Services (FAS), which supports customers across the entire federal enterprise by providing acquisition solutions, contracts, and shared services. The building will house another federal tenant in the future, the Office of Personnel Management.

The project seeks to transform the historic building from a series of incremental renovations into a long-term, adaptable federal asset. The primary objective is to complete the modernization investment, enhance building performance, and ensure the space can adapt to future workforce and multi-tenant requirements. This project is positioned as a significant effort for GSA to not only upgrade its headquarters infrastructure but also to set a new standard for a modern, adaptable federal workplace.

GSA plans to seek one (1) construction contract with multiple deliverables: core and shell, building interior, and building exterior work. The core and shell work is anticipated to have 100% design by October 2026 (solicitation target) and is planned to be awarded at a firm-fixed-price. The building interior work is anticipated to have approximately 50% design by October 2026 and is planned to be awarded at a Guaranteed Maximum Price (GMP) ceiling. The building exterior work is anticipated to have approximately 35% design (concepts) by October 2026 and is planned to be awarded at a GMP ceiling. For the building interior and exterior work the contractor is expected to provide advisory professional management assistance to GSA during the project planning and design phases. These services are provided at a firm-fixed-price. The contractor then acts as the construction manager during the construction phase. These services are established at a GMP (or ceiling) as a contract option at award and may be converted to firm-fixed-price upon design completion and exercise of the option.

The procurement method is expected to be a 2-phase Request for Proposal (RFP).  Phase I will be a request for qualifications (July anticipated issue date); Phase II will be a request for pricing (October anticipated issue date). Award will be made based on the best value to the Government.

Any resultant contract shall adhere to the GSA PBS Core Buildings Standards and Building Information Modeling (BIM) standards.

This office anticipates award of a contract for these services no later than the second quarter of Fiscal Year 2027.  Contract duration is estimated to be 18 months - 24 months, but with substantial completion no later than Fall 2028. Estimated magnitude of construction: $275,000,000 to $325,000,000, and is subject to the availability of funds.  The applicable NAICS code for this requirement is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $45M.

All interested parties may submit to the Contracting Officer a written Letter of Interest including a Capability Statement addressing the following information (five (5) single-sided page limit in Portable Document Format).  Additional pages will not be considered.  All information submitted is subject to verification.  Additional information may be requested to substantiate responses.  The Government will use this information to assess your firm’s capability to perform this project.

  1. The project may include deliverables that require Cost Accounting Standards (CAS) (see FAR Part 30).  CAS requires contractors to disclose, follow, and consistently measure how they track and charge costs to the Government. Pursuant to the FAR, agencies are required to use CAS in large, complex projects unless an exception applies.

Small Business Offerors would be required to submit a certification from a Certified Public Accountant (CPA) stating that its accounting system provides for the following: (1) The accounting system is in accordance with Generally Accepted Accounting Principles (GAAP); (2) There is proper segregation of direct costs and indirect costs; (3) There is proper identification and accumulation of direct costs by contract, and (4) There is a labor time distribution system that charges direct and indirect labor appropriately.  Please verify that you would be able to provide the required certification.

Large Business Offerors would be required to submit all disclosures in accordance with FAR 52.230-1, Cost Accounting Standards Notice and Certifications and FAR 52.230-7, Proposal Disclosure – Cost Accounting Practice Changes.  Please verify that you will be able to provide the required certifications.

  1. Indicate whether the inclusion of the following FAR CAS clauses would affect your firm's decision to submit a proposal for this contemplated acquisition:

  • FAR 52.230-2, Cost Accounting Standards;
  • FAR 52.230-3, Disclosure and Consistency of Cost Accounting Practices; and
  • FAR 52.230-6, Administration of Cost Accounting Standards

U.S. Department of State Passport Office Construction Services – Salt Lake City, Utah - Presolicitation Notice
Solicitation # DOS_PassportOffice_SLC_UT
The U.S. General Services Administration is planning a design-bid-build construction project to establish a turnkey U.S. Passport Office for the Department of State at the Wallace F. Bennett Federal Building and the Orrin G. Hatch United States Courthouse in Salt Lake City, Utah. The project encompasses approximately 48,000 square feet of work, featuring a new 30,000-square-foot passport office, tenant improvements to relocate five agencies, ABAAS-compliant restroom modifications for the Department of Health and Human Services, and lobby renovations with enhanced security screening. The work will be executed in three consecutive phases: tenant build-outs, demolition and hazardous materials abatement, and the final passport office and lobby construction. Because the facilities will remain occupied, the contractor must coordinate work to minimize disruptions to public access and government operations. The government intends to award a single firm-fixed-price contract using a best-value tradeoff selection approach under FAR Part 15, with an estimated construction value between 20 and 30 million dollars. The procurement will be open for full competition under NAICS 236220. Evaluation will be based on the general contractor's past experience (30%), past performance (25%), technical and management approach (20%), key personnel qualifications (15%), and a small business participation plan (10%). The Request for Proposals is anticipated by September 30, 2026, with a projected award in March 2027 and a performance period of approximately 22 months. Requirements of the Davis-Bacon Act will apply, though a Project Labor Agreement is not anticipated.
