Construction Services for the Weis Courthouse Backfill Project, Pittsburgh, PA

THIS IS A PRE-SOLICITATION NOTICE ONLY. NO AWARD WILL BE GENERATED FROM THIS NOTICE. ANY AWARD WHICH RESULTS FROM A SUBSEQUENT ADVERTISEMENT IS SUBJECT TO THE AVAILABILITY OF FUNDS. The U. S. General Services Administration (GSA) has a requirement for the selection of a contractor to perform Construction Services at the Joseph F. Weis Jr. U.S. Courthouse in Pittsburgh, PA. The work includes but is not limited to constructing the necessary shell and tenant improvements (TI) required for one new occupant agency on the first floor. In addition, the contractor will be required to construct the necessary shell and TI for the relocation of approximately three existing tenant spaces. Design will be based upon drawings and specifications developed by MGA Partners. And Construction Management services will be provided by AECOM (URS Group, Inc.). GSA will advertise this procurement on the FedBizOpps (FBO) website (www.fbo.gov), and all interested small business offerors will be able to respond to the Request for Proposal (RFP). The NAICS code applicable to this project is 236220 (Commercial and Institutional Building Construction). The Small Business Size Standard is $36.5 million dollars. The award will be a Construction Services firm fixed price contract, and the procurement method will be a competitive negotiated RFP. The approach to source selection for this procurement will be pursuant to the best value tradeoff concept as identified in FAR Part 15.101-1 and FAR Part 15.3. The Government intends to award a contract to the offeror whose proposal conforms to the RFP requirements and is considered to be most advantageous to the Government, price and technical factors considered. Competitive proposals shall be evaluated and assessed based on the factors specified in this solicitation. For this solicitation, the combined weight of the technical evaluation factors is of equal importance to price. This procurement will be completed in two phases, and the solicitation Phase One will request technical proposals. The technical factors for Phase One include: Project Team Qualifications, Project Schedule, Prior Experience, and Past Performance on Relevant Projects. This phase will result in the development of a short list. The Government will respond to the technical submissions with information on the likelihood that the offeror will be considered technically qualified. The solicitation Phase Two will request price proposals. This announcement also constitutes the synopsis of the pre-invitation notice. TENTATIVE DATE FOR ISSUANCE OF RFP IS ON OR ABOUT SEPTEMBER 27, 2018. The solicitation (RFP) will only be available electronically.
