Cape Cod Space Force Station (CCSFS) is an active-duty military installation containing ground-based radar systems critical to National Security. The Power Generation Microgrid project will be con'structed within the grounds of CCSFS in fa'cilities which are in restricted areas requir'ing enhanced security protocols. The im'pacted facilities are to remain occupied throughout construction with minimal dis'ruption to the mission requiring precise construction phasing of all project elements. The Power Generation Microgrid project is programmed within the Department of the Air Force Energy Resiliency, Conservation, and Investment Program and all work is in alignment with the resiliency goals of the program such as integrating a battery en'ergy storage system with an existing wind turbine and meeting the Uptime Institutes Tier IV redundancy criteria for all mission critical systems. Additionally, the project will upgrade the facilities protective barrier against High Altitude Electromagnetic Pulse events. Other major features of the project include the complete replacement of all fa'cility systems located in the onsite power generation plant, providing new back-up power assets with enhanced microgrid con'trols, and installing electrical duct banks throughout the site. The final microgrid configuration will incorporate all new equipment such as diesel-powered genera'tors, uninterrupted power supplies, critical and non-critical power distribution re'sources into a cohesive control scheme for prolonged mission reliability. All work must be executed to minimize disruptions to mis'sion critical operations and impacted pro'tective HEMP barriers.

Construction of Chilled Water Plant and Site Utility Upgrades at VA Medical Center in West Haven, CT
Solicitation # W912WJ26RA008
Solicitation W912WJ26RA008 is a firm-fixed-price construction project for the Phase A2 Chilled Water Plant Replacement and Site Utility Upgrades at the VA Medical Center in West Haven, Connecticut. The scope includes the demolition of the existing chilled water plant and the construction of a new multi-story facility featuring chillers, cooling towers, pumps, and a new fuel tank farm. Site utility upgrades involve replacing fire protection and domestic water mains, creating utility main loops for chilled water, steam, condensate, and fire protection, and installing redundant electrical feeders and new water storage tanks. The project must adhere to DVA Physical Security Resiliency Design Requirements and is expected to achieve USGBC LEED Silver certification. Because the work occurs within an active medical campus, strict coordination is required to minimize operational impacts. The estimated contract value ranges from 75 million to 150 million dollars. Award is based on a best-value tradeoff process, with non-price factors—Past Performance, Management Approach, and Small Business Participation—combined being significantly more important than price. A minimum small business participation rate of 10 percent is mandatory for eligibility. Due to campus integration needs, the government has issued several justifications for other than full and open competition to require brand-name products from Johnson Controls, Siemens, and Assa Abloy, as well as specific SCADA programming services from AMAZ Consulting. Proposals must be submitted electronically via the PIEE solicitation module in both native and PDF formats.
