The City of Newark is an entitlement grantee eligible to receive assistance from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) Program, the Emergency Solutions Grant (ESG) Program, the HOME Investment Partnerships (HOME) Program and the Housing Opportunities for People with AIDS (HOPWA) Program. The City also received funds under the Coronavirus Aid, Relief, and Economic Security (CARES) Act to prevent, prepare for, and respond to Coronavirus. These funds are administered by the Department of Administration, Office of the Business Administrator. The Office of the Business Administrator is seeking professional consulting services, including grant compliance and management assistance, to support the City of Newark's compliance with U.S. Department of Housing and Urban Development (HUD) regulations and guidelines for the above-mentioned federal grant programs. Specifically, the City is requesting a proposal from agencies/individuals who are able to demonstrate prior experience preparing strategic plans and evaluation reports, as required by HUD, such as the Consolidated Action Plans, Annual Action Plans, and Consolidated Annual Performance and Evaluation Reports in order to assist with the following: FY 2025 CAPER FY 2026 CAPER FY 2026 Annual Action Plan FY 2027 Annual Action Plan Resolve and close all outstanding HUD CAPERS Resolve and close all outstanding HUD monitoring findings and concerns Prepare Environmental Reviews for various city projects Provide grants compliance and management assistance to support the City's compliance with HUD grant program regulations and guidelines for the following four programs: (1) Community Development Block Grant (CDBG), (2) HOME Investment Partnerships Program (HOME), (3) Emergency Solutions Grant (ESG) and (4) Housing Opportunities for People With AIDS (HOPWA)
