Scope: The scope of work includes all fieldwork and sampling associated with the routine Operation, Monitoring and Maintenance (OM&M) of the landfill Gas Extraction Systems (LFGES), Horizontal Expansion Support, and Storm Water Permit Compliance Services at the California Street Landfill. The scope of work is designed to keep the landfill in compliance with the regulatory requirements related to LFG emissions and condensate, collection, handling, and destruction; ensure that the LFGES are effective in preventing surface emissions, subsurface migration offsite or into onsite enclosed structures; and that the majority of the LFG is extracted and conveyed to a LFG treatment facility which complies with the relevant regulatory requirements and maintains regulatory compliance with boundary probes. The California Street Landfill has also been enrolled in the Industrial General Permit (IGP) Program and must comply with services related to the General Permit for Storm Water Discharges Associated with Industrial Activities, which include, but are not limited to, storm water sampling, monthly monitoring, report preparation, annual reporting and an annual evaluation. The scope of work shall also include landfill gas safety training for City landfill personnel twice annually throughout the three-year contract term, as well as professional engineering services during Year 2 for the design of new landfill gas extraction wells and associated wellhead components within Phase 4 of the California Street Landfill.
