The U.S. Securities and Exchange Commission (SEC) intends to award a contract on a sole source basis to Factiva, Inc., 4300 North Route 1 820 Ridge Road, Monmouth Junction, NJ, 08852. The SEC requires Factiva Content Application Programming Interface in order to search and retrieve news and related information from Factiva content. Factiva is the only source that provides the required service and capabilities that meet the Commission's needs. The total award value of the purchase order will be below the Simplified Acquisition Threshold. The purchase order will have a base period of 12 months with four (4) option periods. The Contracting Officer has reviewed the requirement and determined that Factiva, Inc. is the only source that can meet the SEC's requirement in accordance with FAR Part 13.106-1(b) due to exclusive licensing agreements and it is not available from other sources. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
