FEMA's mission is to lead America to prepare for, prevent, respond to, and recover from disasters with a vision of "A Nation Prepared." This will support the Disaster Emergency Communications (DEC) Division and Incident Management Assistance Team (IMAT) program within FEMA's Response Directorate. The Government requires Contingency Satellite Services using existing government furnished satellite terminal equipment (GFE, hereto referred to as "remotes" and/or "terminals"); consisting of the following: 1) Services shall include access to dedicated, non-preemptable ("private network") Ku bandwidth, 2) Services shall include the ability to surge contingency satellite services capability to rapidly support emerging/expanding disaster Response and Recovery missions, 3) Services shall include access to a 24 x 7 Time Division Multiple Access (TDMA) managed network with technical support, to include access to commercial internet, and optional public telephone service, 4) Services shall include the ability to conduct terminal-to-terminal communications independent of the Public Switched Telephone Network (PSTN) ("out-of-band" solution).
