This notice is an Intent to Sole Source synopsis published for informational purposes only. The Air Force Life Cycle Management Center (AFLCMC), Battle Management Directorate, Operational Command and Control (C2) Division (AFLCMC/HBK DET 12) intends to issue a sole source contract for the continued sustainment of the Joint Targeting Toolbox system (JTT). The JTT server-side application is built upon Enterprise Java Beans (EJB). As this technology has mostly fallen out of use, finding modern developers with experience in EJB or training developers new to EJB, is a slow and costly process. Only the incumbent is capable of staffing the effort with programmers qualified and experienced sufficiently to maintain and field current JTT capabilities without a ramp up time or expense. If the Government were to compete this effort, award to another contractor would result in unacceptable delays in fulfilling the agency's requirements and substantial duplication of costs to the Government. The authority permitting other than full and open competition is 10 U.S.C.2304(c)(1), and is implementted by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government requests that initial feedback, comments and questions be received no later than fifteen (15) calendar days from the posting date of this notice to SAM.gov. Please submit all questions, comments and feedback regarding this notice via e-mail to the following points of contact: Brett Clemens, Contracting Officer: brett.clemens.1@us.af.mil. Joseph Pisano, Contract Specialist, joseph.pisano.2@us.af.mil. This notice is for planning purposes only and does not constitute a Request for Proposal nor does the issuance restrict the Government to a single acquisition approach. The Government will not pay for any information received in response to this notice nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC. No telephone responses will be accepted. Any information submitted by respondents to this Notice of Contract Action is strictly voluntary. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such, and will be properly protected from disclosure. No classified information shall be submitted.

RFI for C2IMERA WARDEN- DAF EMIS (Department of Air Force Emergency Management Information System)
Solicitation # FA8730-26-RFI-C2IMERA-WARDEN
The Department of the Air Force, through the Kessel Run Program Management Office at AFLCMC/C3C, is conducting market research via this Request for Information to establish the Department of Air Force Emergency Management Information System (DAF EMIS) under project WARDEN. The objective is to develop a Government-owned, AI-enabled enterprise software capability that decouples and transitions installation Emergency Management capabilities from the legacy C2IMERA system. The system is designed to automate the full emergency management lifecycle—Preparedness, Protection, Response, and Recovery—to ensure mission assurance and operational resilience across the Command and Control continuum, specifically supporting Air Combat Command and Pacific Air Force. The required solution must utilize a microservice architecture operating under the Maven Smart System data platform and adhere to Agile, DevSecOps, and Lean product management practices. Key technical requirements include the ability to function within DoD cloud ecosystems, support distributed architecture for edge execution during denied communications, and provide automated geospatial foundations for real-time infrastructure tracking. The system must meet Impact Level 5 and 6 security standards, comply with NIST SP 800-53 and OGC standards, and target a Technology Readiness Level of 7 or greater. This RFI is for planning purposes only and does not constitute a solicitation for bids or proposals; currently, no funds are available for this effort. Interested vendors must submit unclassified responses by 1700 EST on October 30, 2026, via the designated portal. Responses should focus on capabilities and requirements refinement rather than marketing materials or pricing. Future awardees will be required to maintain a secret clearance prior to award and a TS/SCI FCL before scaling and fielding the solution.
