The Architect of the Capitol is conducting market research via a Sources Sought request to establish a firm-fixed-price contract for the acquisition of Renewable Energy Certificates (RECs) to support the Capitol Power Plant. The primary objectives are to maintain compliance with the Energy Independence and Security Act (EISA) 2007, which requires 7.5 percent of federal building energy to be from renewable sources, and to qualify for LEED credits for the Cannon office building renewal project. The requirement is for 20,000 MWhs per year, consisting of one base year running from September 28, 2026, to September 27, 2027, and four subsequent one-year option periods ending September 27, 2031. To be eligible, RECs must be Green-e certified and meet the Center for Resource Solutions' product definitions, originating from solar, wind, ocean, hydro, or geothermal resources placed in service within 10 years of the start of the AOC fiscal year. There are no geographic restrictions on the sources. Contractors must provide an annual report verified by an independent third-party auditor, including affidavits regarding product content, source locations, and certifications that the credits have not been sold multiple times or used to meet other mandates. Payment will be processed via electronic funds transfer in accordance with FAR prompt payment regulations, contingent upon the submission of REC notifications and attestation forms. Responses to this RFI, including interest in the project and past performance examples, are due to the Contracting Officer by noon on September 8, 2026.
