Solicitation # 27-104
The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. Proposers must demonstrate strict adherence to federal and state laws, including FERPA and the Georgia Security and Immigration Compliance Act via E-Verify. Proposals are due by 12:00 p.m. on October 30, 2026, and must include one original hard copy, seven duplicates, and one electronic copy. GSCS retains final approval authority over all assigned personnel and requires detailed service-delivery records to verify that scheduled minutes are delivered to students.

The New York State Department of Health’s Office of Health Insurance Programs is amending Contract C035756 with T-Base Communications USA, Inc. to add approximately $5.44 million to the existing contract, ensuring continuity of critical services due to an early budget depletion. This contract supports the operation of the New York State of Health marketplace by providing document transformation, translation, and mailing services necessary for communicating with applicants and recipients. These communications include eligibility notices and other documents that must adhere to ADA requirements, including providing accessible formats for individuals with significant visual impairments and ensuring compliance with Section 508 standards. The increased funding is driven by a surge in demand for document conversions in multiple languages beyond English and Spanish, which is essential to prevent gaps in service delivery. T-Base is the sole provider authorized for these services under a single-source award, and the contract covers all counties in New York State, with a performance period from May 1, 2021, to April 30, 2026. The amendment aims to maintain seamless operations and uphold accessibility standards in the ongoing administration of health coverage enrollment and communication efforts.

The New York State Department of Health (Department), Office of Health Insurance Programs (OHIP) is amending Contract C035756 with T-Base Communications USA, Inc., (T-Base) by adding $5,436,983.94 to the overall contract value.  Due to an early depletion of the contract’s budget, these additional funds are needed to ensure there are no lapse services provided under this contract.  The Department’s OHIP is tasked with the oversight and maintenance of the New York State of Health (NYSoH), an organized marketplace designed to help people shop for and enroll in health insurance coverage.  Individuals, families, and small businesses can use NYSoH to help them compare insurance options, calculate costs and select coverage.  As part of ongoing NYSoH operations, applicants and consumers are mailed a variety of documents and notices which range from applications to written notices informing the individual of their eligibility for coverage under Medicaid/Child Health Plus/Qualified Health Plans. Accordingly, the Department must provide, in conformance with the American with Disabilities Act (ADA), written communications in a usable alternative format to any applicant or recipient who attests to having a significant visual impairment. The evaluation and remediation of documents shall ensure conformance with Section 508 standards 1194.21, 1194.31, and 1194.41. Through Contract C035756, T-Base currently provides document transformation, translation, and mailing services for OHIP to conform to the aforementioned ADA requirements.  Due to an unanticipated increase in the volume of eligibility notices requiring document conversions in languages other than English and Spanish, additional funds are necessary in order to avoid a gap in these critical services.    Reason for advertising exemption: Single Source Award recipient: T-Base Communications USA, Inc. Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority. Ad end date:12/03/2024 Contract term: 5/1/2021-4/30/2026 County(ies): All NYS counties Location: Albany, NY
