Full Description

This proposed contract action will be a sole source acquisition to the Raytheon Company (CAGE: 96214) for the purchase of Contract Logistics Support (CLS) services for the AN/AAQ-26 Infrared Detection System (IDS) installed on the AC-130U Gunships. Authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements. During market research, it was determined that Raytheon Company, the original equipment manufacturer (OEM), is the only known supplier who has the technical data package (TDP) and expertise to perform depot-level maintenance on these assets. It is believed that award to any other source would result in duplication of cost to the Government and would create unacceptable delays in fulfilling Air Force requirements. The Government is not in possession of a production level TDP that would allow for full and open competition. The requirement states that CLS services shall provide for ten (10) fully mission capable AN/AAQ-26 systems at all times. The Period of Performance (POP) for the basic contract period will be from 01 January 2014 to 31 December 2014 with one (1) option covering 12 months. Any responsible party may submit a bid, proposal or quotation for Agency consideration. The approximate RFP issue date will be 11 June 2013.
