The Naval Air Warfare Center Aircraft Division is awarding a sole source Basic Ordering Agreement to Teletronics Technology Corporation to support the Integrated Network Enhanced Telemetry Program. This tri-service initiative involving the Army, Navy, and Air Force focuses on the development and integration of the enhanced Telemetry Network System to facilitate real-time test information exchange between aircraft and ground personnel. The first order under this agreement specifically covers the implementation, integration, and testing of system components to further define and validate draft iNET standards. The contract is expected to last approximately one year starting in early fiscal year 2014. The financial structure includes two Cost Plus Fixed Fee CLINs for integration and testing, a Cost CLIN for travel, and a Not-Separately-Priced CLIN for data requirements. Teletronics Technology Corporation was selected as the sole provider due to their proprietary technical data and specialized expertise developed since 2005, which the government lacks the necessary data to compete.

Full Description

The Naval Air Warfare Center Aircraft Division (NAWC-AD) Contracts anticipates awarding a Basic Ordering Agreement (BOA) to Teletronics Technology Corporation (TTC) on a sole source basis in support of the Integrated Network Enhanced Telemetry (iNET) Program/Project, which is a tri-service (Army, Navy and Air Force) effort, for development and integration of the enhanced Telemetry Network System (TmNS) required for providing real-time test information between in-flight aircraft and ground engineering personnel. This synopsis is for awarding the first order under the aforementioned BOA to Teletronics Technology Corporation (TTC) on a sole source basis to procure TmNS components implementation/integration and testing. The overall goal is to further define iNET standards that are currently in the draft stage. It is anticipated that the order will be in effect for approximately one (1) year and will include the following CLIN structure: Two (2) Cost Plus Fixed Fee (CPFF) CLINs for the integration/implementation and testing of iNET components, a Cost CLIN for travel, and a Not-Separately-Priced (NSP) CLIN for Contract Data List Requirements (CDRLs). TTC has been involved in iNET project since 2005 to either test new ideas or to refine previously adopted portions of the draft I-NET standards. The effort will require TTC to continue with their on-going efforts to modify/advance their current designs in place for the components. The engineering prototypes are to be implemented within fully operational devices in the actual environment that they are ultimately to be used. Once built, the engineering prototypes must be verified for their complete compliance with the draft iNET standards, which also requires validating that the standards are sufficiently detailed to achieve the desired interoperability. TTC is the only firm with the knowledge, expertise, and proprietary technical data required to perform this design and development effort to further advance their existing configuration of the components needed. The Government does not possess the required technical data to compete this procurement. The effective period is anticipated to start in early fiscal year 2014. The primary POC for this acquisition is Ms. Marisa Scruggs at +1 (555) 000-0000 and/or contact@example.gov.

Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) intended for U.S. Navy and Marine Corps aircraft. The NGTR is designed as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, including specific support for SINCGARS, MUOS, and SATURN. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled unit, and a modular Open architecture utilizing OpenVPX and VNX+ standards to facilitate rapid upgrades and obsolescence management. Security is a critical component of the NGTR, requiring a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards, as well as compliance with Zero Trust architecture and Risk Management Framework (RMF) controls. The system must also adhere to NSTISSAM TEMPEST 1-92 and CNSSAM standards. Prospective contractors must demonstrate expertise in agile development, Model-Based Systems Engineering (MBSE), and the ability to obtain Top Secret security clearances. The anticipated acquisition timeline includes an Industry Day in the first quarter of FY27, a final RFP release in the fourth quarter of FY27, and a contract award in the second quarter of FY28, with target fleet delivery scheduled for mid-2034.
