Contract No. 1 – 701 Lawrence Street Remediation of Contaminated Soil

The City of Rome is soliciting bids for Contract No. 1, involving the remediation of contaminated soil at 701 Lawrence Street, New York. The primary scope of work includes the excavation of existing soil stockpiles and grade depressions, followed by the placement and compaction of a two-foot soil cover system designed to improve site drainage and minimize erosion. This cover system must consist of a minimum 18-inch soil layer and 6 inches of topsoil with vegetative cover, meeting specific Soil Cleanup Objectives for restricted-residential use. A demarcation layer will be installed to provide a physical boundary between unexcavated soil and the new backfill. Additional tasks include well decommissioning, handling non-hazardous petroleum-impacted soil, and the characterization and disposal of a 55-gallon drum of uncharacterized soil and PPE. Bids must be submitted physically to Rome City Hall no later than 11:00 a.m. on October 8, 2026. The contract will be awarded to the lowest responsive and responsible bidder that is in the best interest of the project. Contractors are required to meet a 30% participation goal for small, minority, and women-owned businesses, and must comply with New York State prevailing wage laws and NYSDOL registration requirements. Mandatory securities include bid bonds and both performance and labor/materials payment bonds. The successful contractor must also maintain comprehensive insurance coverage, including pollution liability, and provide a twelve-month warranty on all work and materials following the notice of substantial completion. The Engineer will oversee the project, conducting periodic site visits and making final decisions regarding the acceptance of work and material quality.
