Proposals for Auditing Services

The Delaware County Regional Water Quality Control Authority (DELCORA) is seeking proposals from qualified CPA firms to provide comprehensive financial auditing services for fiscal years 2026 through 2030. The selected firm will be responsible for identifying and proposing solutions for governmental financial controls and problems, ensuring all audits comply with GAO Government Auditing Standards, the Federal Single Audit Act, and GASB Statements. Key deliverables include a draft report due by April 16, 2027, followed by final reports and letters, as well as a detailed calendar committing to the completion of each annual audit phase. Proposals must be submitted electronically via the PennBid program by 11:00 AM on October 14, 2026. Submissions must include a signed letter of transmittal certifying the firm is licensed in Pennsylvania, a detailed description of firm capabilities and personnel, a list of municipal references from the last five years, and a copy of the most recent peer review report. Compensation will be based on a fixed lump sum for the five-year term, though firms must also provide hourly rates for various staff levels for any expanded services. Evaluation will be conducted by the DELCORA Finance Committee and the Board of Directors based on cost, experience, resources, and compliance with the RFP requirements.
