Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, referenced by R-numbers, and must be adhered to as per the revision in effect on the solicitation issue date or award date, depending on acquisition size. The use of Class I ozone-depleting chemicals is strictly prohibited, and any substitute chemicals require prior approval unless explicitly permitted by the specification. Technical data associated with this item is subject to export control under ITAR or EAR, restricting disclosure to foreign persons and requiring prior authorization from the Department of State or Commerce; DFARS 252.225-7048 applies, and only contractors with approved US/Canada Joint Certification Program certification, completed training, and DLA authorization may access the controlled data. The contracting office is the DOD’s New Cumberland facility, with Paula Mcclary as the point of contact, and the solicitation was posted on August 5, 2026, with responses due by August 17, 2026.
