The contract is for 31 shock absorbers, direct action, designated by NSN 2510-01-372-4839, to be delivered within 263 days of award under solicitation SPE7L3-26-T-110N, with a total small business set-aside. All units must be green unless otherwise specified and must conform to Army drawing requirements, with paint finishing governed by DCSC drawing 16236 CS-2300-0001 for chemical agent resistant coatings and high-temperature finishes. Technical and quality requirements are incorporated from the DLA Master List and include MIL-STD-1916 or ASQ H1331 sampling with zero non-conformances expected unless otherwise noted, and first article testing is required unless prior qualified test data is provided with certification of conformance. The item is subject to stringent export controls under ITAR or EAR, including restrictions on technical data access to only approved contractors with JCP certification, completed DOD training, and DLA authorization. CMMC Level 2 certification is mandatory for third-party assessors, and use of Class I ozone-depleting chemicals is strictly prohibited. All manufacturing and quality systems must comply with SAE AS9100, and the contract mandates full and open competition under a small business set-aside, with performance occurring at New Cumberland, Pennsylvania, and all inquiries directed to Matthew Curry at DLA.
