CONTRACTOR FIRST ARTICLE TEST

This contract pertains to the supply of Aircraft Launch and Recovery Equipment (ALRE) critical application items under solicitation SPE7M2-26-Q-0697, with a quantity of 23 units and a delivery deadline of 894 days after contract award. Only approved sources as determined by the Naval Air Warfare Center Aircraft Division at Lakehurst are eligible for award, requiring offerors to either hold a valid source approval letter from NAVICP Philadelphia or demonstrate equivalent compliance through documented evidence. The item is subject to strict traceability requirements, including serialization of all parts and packaging, mandatory marking of lot and serial numbers, contractor and manufacturer CAGE codes, and part numbers in accordance with MIL-STD-129 and associated technical drawings. Original OEM markings cannot be obscured or rebranded by suppliers, and all material, including scrapped items, must be fully accounted for. Serialization is required even if the part size or material presents challenges, though exceptions may be requested with justification to the DLA Contracting Officer. The contract prohibits the use of ozone-depleting chemicals and restricts intentional incorporation of mercury or mercury compounds, with limited exceptions for specific functional components compliant with NAVSEA 5100-003D. All technical data associated with this item is subject to export control under ITAR or EAR, and contractors must be certified under the US/Canada Joint Certification Program, complete required DOD export control training, and obtain formal DLA authorization prior to accessing such data. Quality requirements are governed by SAE AS9100, and non-destructive testing must be performed by accredited organizations. Configuration changes require formal engineering change proposals, and all deviations or waivers must be submitted for government review.
