Solicitation # RFP-VC-26-008
The Inland Empire Regional Composting Authority is soliciting proposals from licensed general contractors for a Master Services Contract to provide on-call maintenance and minor construction services in California. The scope of work includes millwright work, welding, fire sprinkler system maintenance, general construction such as framing and concrete, and the repair of conveyors, hoppers, and heavy equipment. The Authority intends to award multiple contracts based on an evaluation of price, payment terms, organizational experience, personnel qualifications, and the proposed work plan. Additional selection factors include the contractor's proximity to the service area and their capacity to provide equipment and staff for emergency work on short notice. Proposals must be submitted electronically via PlanetBids by October 29, 2026, at 3:00 p.m. This is a prevailing wage contract subject to the California Labor Code, requiring contractors to be registered with the Department of Industrial Relations. Key contractual requirements include providing performance and payment bonds for any task order exceeding 25,000 dollars and maintaining insurance coverage of at least 1,000,000 dollars for general liability and auto accidents. Payment is generally issued within 30 days of invoice approval, though an expedited payment protocol is available in exchange for a percentage discount. The City of Palm Desert is soliciting contractor prequalification applications for the fiscal year 2025-2026, targeting licensed California contractors interested in participating in construction and maintenance projects that are subject to prevailing wage requirements. This solicitation, identified as 2025-Prequal Appl-190 and issued by the Palm Desert Finance Department, invites qualified firms to apply by June 30, 2026, via an electronic portal. The prequalification process is designed to establish a vetted pool of contractors eligible for informal bidding on public works projects typically valued between $75,000 and $250,000. Applicants must demonstrate compliance with numerous regulatory and administrative criteria including valid California contractor licenses, registration with the Department of Industrial Relations, sufficient insurance coverage (general liability, automobile, workers’ compensation), and bonding capacity. Additionally, contractors must disclose relevant experience on public works exceeding $50,000, provide evidence of satisfactory safety performance with acceptable EMR ratings, and certify that they have no disqualifying criminal convictions or debarments. The prequalification package requires submission of detailed documentation, including IRS tax forms (W-9 for domestic entities or W-8 for foreign entities), insurance certificates, vendor references, and fleet compliance statements adhering to California Air Resources Board regulations. The application also addresses certifications related to nondiscrimination and hazardous material handling for specialized work. Although the document does not specify contract type, payment terms, or detailed evaluation factors typically found in federal solicitations, it emphasizes pass/fail eligibility standards rooted in regulatory compliance, financial responsibility, and safety history. The City of Palm Desert maintains primary procurement contact through Cristal Ortega, and all applications must be submitted electronically through the designated Opengov portal. This process aims to streamline contractor selection for City-managed construction efforts while ensuring adherence to prevailing wage laws and public works standards within California.
